It would appear that these are lovers, but in truth, these are two total strangers who just heard the news that Bloomberg’s congestion pricing plan was rejected by the NY State legislature.

To make NYC more tourist-friendly, Bloomberg has hired offical greeters for Times Square. They are comparable to the women in grass skirts who put garlands around the necks of arriving tourists in Honolulu. Instead of a lei, the arriving tourist in Times Square gets a Metrocard, a compimentary backpack and a kiss.
